China’s Ministry of Education has announced a structured strengthening of artificial intelligence education , differentiated according to different school levels, with the aim of preparing students with skills suited to the transformations of the digital age.
The announcement was made on December 30 during an official press conference . At that time, Zhou Dawang, director of the Department of Science, Technology and Information Technology of the Ministry of Education, recalled that last year, at the “3•28” event, the Artificial Intelligence Empowering Education Action initiative had been presented, designed to identify effective models for integrating AI into education systems.
During 2025, the Ministry launched version 2.0 of the National Strategy for the Digitalization of Education. Education was identified as one of the key strategic axes, accompanied by a progressive expansion of the use of artificial intelligence in education . According to Zhou, the results achieved so far can be divided into five main areas.
The Ministry has strengthened high-level planning by introducing the concept of the “Four Futures”: future teachers, future classrooms, future schools, and future learning centers.
At the same time, several guidance documents have been published to support schools and institutions of all levels in adopting AI-based solutions, promoting the regulated and sustainable development of intelligent education.
The goal is to make AI a common component of teacher and student training and a fundamental knowledge accessible to society as a whole. The National Platform for the Public Service of Intelligent Education has collected over 1,000 high-quality courses, aimed at basic, vocational, university, and continuing education, capable of meeting the training needs of users with different educational levels.
On the advanced training front, the Ministry has organized online courses for teaching and university staff on the topic of talent development in AI-supported higher education.
The initiative involved more than 500,000 teachers and students from over 2,000 universities. In addition, online programs for graduates of traditional universities on comprehensive applications of artificial intelligence were held, with 1.31 million students participating.
The National Platform for Intelligent Education has served as the central infrastructure for the release of numerous AI-based tools. Among these is “AI Testbed,” which brings together 14 artificial intelligence applications available on the national portal.
The intelligent transformation of the platform itself has also begun, with the launch of the “Nurturing Seedlings” agent, designed to help primary and secondary school students and teachers access educational resources more quickly.
An additional intelligent agent has been developed for ideological and political education, covering seven application scenarios, including student enrollment and Party and Youth League activities.
This tool is already being tested at some universities. To complete the picture, the “Science and Technology Exchange ” agent, released on the university science and technology exchange platform, intelligently identifies business needs and facilitates matching with research results.
The ministry has initiated the creation of an open alliance on artificial intelligence, promoted pilot projects in AI education, and established 509 AI-focused training institutions across the country .
An “AI+” track has also been introduced within the China International College Student Innovation Competition , and pilot bases for industrial AI applications have been launched.
According to Zhou Dawang, the development of artificial intelligence in education will be accompanied by strengthened protection measures. AI security is integrated into the overall framework of education security, with particular attention to technological, data, content, algorithmic, and ethical protection.
Looking to the future, the Ministry of Education intends to continue strengthening AI-supported education. New guidance documents are planned for next year, aimed at systematically promoting AI teaching and applications.
General AI education will be developed in a differentiated manner, taking into account the characteristics of different school levels, with the aim of developing highly qualified talents capable of meeting the challenges of the intelligent era.
