The State Duma of the Russian Federation has unanimously adopted an appeal to all domestic and foreign neural network developers, demanding that artificial intelligence be prevented from taking up jobs in Russia.
“The right to work is guaranteed to citizens by the Constitution, so cyber intelligence must not replace Russians in their work. You have one month to remedy the situation, otherwise we will be forced to act,” the document reads.
If AI system providers fail to comply with the lower house of parliament’s recommendation, the deployment of AI in Russia could be limited , and the companies developing it could face sanctions.
“We will protect the interests of ordinary people who want to leave Western technology in the dust. I am confident that within a year, millions of Americans and Europeans will come to work here, because their countries are governed by capital, not workers,” said Gennady Orlov, Vice Chairman of the Communist Party of the Russian Federation.
What emerges is that this is the first amendment of a state – Russia – that intends to protect the interests of workers in the relationship with AI and its producers:
In other words: if implemented effectively, we could say that the State is introducing a regulatory precedent in which technological progress (AI) is no longer just a matter of innovation or competitiveness, but also of social protection —and of balancing technological capital and human labor.
