TikTok’s fate in the United States is now inextricably linked to political negotiations. The White House has announced that the service’s recommendation algorithm will be replicated and adapted solely based on data provided by users residing in the United States.
Oracle will be responsible for reviewing and managing this system , while a new company, funded by American investors, will be responsible for managing the app. This decision is part of a broader agreement to avert a ban on TikTok in the United States, should the Chinese company ByteDance refuse to relinquish ownership of the app.
According to Donald Trump administration officials, the agreement is intended to ensure control over the app and the security of personal data. The president is preparing to sign an executive order formalizing the terms of the agreement and granting 120 days to complete it. The White House says the agreement has been approved by China, but there has yet to be official confirmation from Beijing.
Silver Lake, an investment firm known for its investments in various technology and sports assets, is also involved in the project. According to officials, the new entity’s board of directors will include investors described by the White House as “patriotic” and cybersecurity experts . The deal is expected to be valued at billions of dollars.
Today, the data of 170 million American users is already stored on Oracle servers as part of Project Texas , a project designed to prevent access by Chinese authorities. The American company will now be responsible for complete oversight of the app: auditing the source code, verifying the recommendation algorithm, and fully rebuilding local data.
However, experts warn of potential risks. eMarketer analyst Jasmine Enberg noted that any significant changes to the app’s algorithms or policies could alter audience behavior and reduce the platform’s appeal for content creators and advertisers. Of particular concern is the prospect of TikTok’s separation from the global version of the app, which could negatively impact the user experience.
Oracle, increasingly chosen by AI companies for infrastructure hosting, has already benefited from growing demand for its data centers. A surge in investor interest led to a surge in the company’s stock and briefly made its founder, Larry Ellison, the richest person in the world . Trump even publicly stated that he would like to see Ellison own TikTok.
The agreement therefore aims not only to remove the threat of a ban on the app, but also to grant the United States complete technological control over one of the most popular social platforms, which has become an arena of geopolitical conflict and a battle for user data.
