Putin imposes restrictions on foreign software that has “strangled” Russia

The Kremlin press office reported that Russian President Vladimir Putin has instructed the government to develop additional restrictions on software (including “communications services”)produced in hostile countries by September 1, 2025. The list of instructions was drawn up following a meeting with business representatives on May 26 this year. Prime Minister Mikhail Mishustin has been appointed responsible for implementing these instructions and is expected to prepare a report on the matter by September 1.

The Kremlin website states that software from hostile countries also includes “communications services,” but does not specify which ones. The list of instructions also includes an assessment of the introduction of additional support measures for exporters of domestic software. Vladimir Putin suggested “strangling” foreign IT companies that had announced their withdrawal from the Russian market and were trying to “strangle” Russia, even though they continued to occupy their niches in the Russian market. He advised Russians who have retained certain usage habits and an attachment to Western programs and services to get rid of “these bad habits.” Shortly thereafter, the head of the Ministry of Digital Development, Maksut Shadayev, commented on the Russian president’s words about the “strangulation” of foreign IT services that act against the Russian Federation, but which have not completely abandoned the Russian market.

“The President spoke about ‘we will strangle.’ Generally speaking, I would consider the issue in a broader context. It is clear that our industry is developing at a very rapid pace,” Shadayev said. According to the minister, the current economic situation in Russia is difficult, and many large customers are literally “cutting” their IT budgets. In this situation, it is necessary to consider additional incentives to boost demand for domestic offerings in this sector.

“In this situation, our approach is for large companies to consider gradually limiting the use of foreign cloud services where established Russian counterparts exist. This will support [Russian IT companies] and give them the opportunity to generate additional revenue,” the minister added.
